About Grahame Park
The regeneration of the Grahame Park estate, northwest of the borough in Colindale, aims to create a new and thriving mixed tenure community. The plan for the area includes social rent, affordable and private sale homes, major infrastructure upgrades, improved transport links and a range of high quality health, library, community and retail facilities.
The development will improve the quality of housing by bringing them up to the Decent Homes Standard, and enhance the overall layout of the estate.
Key facts
The regeneration and growth programme in Grahame Park will deliver:
- approximately 4,000 new homes
- new road, pedestrian and cycling network
- work with Transport for London (TfL) to ensure that the existing bus services in the estate are improved
- replacement library, community centre and children’s activity centre.
- Barnet College relocated in Grahame Park in a newly built Campus
- Colindale Training Programme, “Towards Employment Outcomes”, being delivered on a termly basis
- 8 apprenticeship opportunities
- retail and commercial floor space
- health centre to be re-provided
- Heybourne Park improvements
Progress report
So far 685 new homes have been built, 386 of them are affordable.
In October 2019 Notting Hill Genesis submitted a new planning application which passed in March 2020 for a development of:
- 2,088 new homes
- new community facilities
- a new park
- open spaces
- the re-alignment of Lanacre Avenue (renamed Bristol Avenue) to provide new transport links
The demolition of the 5 residential blocks north of the Concourse took place. The job was given to a new main contractor for the next plot Wates Group.
Wates have carried out works and start on site for Plot A in March 2022. The plot will be the site of the first new homes built on Stage B.
What's next
There will be 209 affordable homes (149 shared ownership and 60 social/affordable rent).
These new homes will be available to move into from late 2023 to early 2024.
The vision for the next stage of the regeneration is to create an interconnected network of tree-lined streets overlooked by beautiful homes designed with physical and mental wellbeing at its core.
It will provide a safe environment with neighbourhoods connected by walking and cycle paths. Investment towards bus services will improve journey times and link Grahame Park to the rest of Colindale.
Compulsory Purchase Order (CPO)
A CPO allows the council to acquire property for a specific reason, if the owner of the property isn't willing to sell.
On 12 May 2022 the Council made The London Borough of Barnet (Grahame Park Regeneration Area) Compulsory Purchase Order No.2 2022 (“the Order”). The Order was submitted to the Secretary of State for Levelling Up, Housing and Communities for “confirmation”.
If confirmed, the Order will authorise the Council to purchase compulsorily the land described in the Order.
We made the Order to bring forward the next stage of the regeneration of Grahame Park Estate and areas adjoining it.
What will be delivered
This next stage will deliver:
- 2,088 residential dwellings
- up to 5,950 sqm of flexible non-residential floorspace (including replacement community facilities)
- significant public realm improvements
The regeneration proposals will provide significant social, economic, and environmental improvements for existing residents.

CPO Public Inquiry
The Secretary of State for Levelling Up, Housing and Communities has appointed an Inspector to consider the Council’s request that the Order be confirmed as well as any objections to the Order.
The Inspector, Mrs D J Board B.Sc (Hons) MA MRTPI, has decided to hold a public local inquiry.
On 9 November 2022 and in accordance with Rule 7 of the Compulsory Purchase (Inquiries Procedure) Rules 2007 the Council served its Statement of Case.
The Council’s Statement of Case and the Public Notice of Inquiry are included in the Inquiry Core Documents.

Compulsory Purchase Order No.2 2022
The Secretary of State for Levelling Up, Housing and Communities confirmed the compulsory purchase order on 17 July 2023.
