The following fees and charges apply from 1 January 2023.
HMO licence fees
HMO licence fees must now be paid in two stages:
Stage 1 fee
This fee accompanies the application form and covers the administrative costs of processing the application and determining whether to grant a licence.
Stage 2 fee
This fee must be paid immediately after completion of the initial inspection.
This part of the licence fee covers the costs of re-inspections over the lifetime of the licence, plus a contribution towards the costs of identifying and enforcing HMOs.
Your licence application is not complete without full payment and we will not issue the final licence until both fees have been paid in full.
Fee type for Mandatory Licensable HMOs
New Licence fee up to 5 units of accommodation
- Fee 1 is £714
- Fee 2 is £832
This will last 5 years.
Assisted New Licence fee up to 5 units of accommodation
- Fee 1 is £833
- Fee 2 is £814
This will last 5 years.
Renewal fee up to 5 units of accommodation
- Fee 1 is £528
- Fee 2 is £832
This will last 5 years.
Assisted Renewal fee up to 5 units of accommodation
- Fee 1 is £579
- Fee 2 is £832
This will last 5 years.
Extra unit of accommodation over 5 units (per unit)
- £29
Fee associated with abortive visit to an HMO
- £89
Licence holder changing nominated manager
The manager needs to complete a Fit and Proper Person declaration. There is no fee for this.
Change in Licence holder
- As per new application fee 1 and 2

HMO Licensing pre inspection refund (to cover preliminary administration costs)
Fee 2 will not be charged and a refund will be considered if a property has not been inspected. £59 will be retained of Fee 1 to cover the Council’s administrative costs.
HMO Licensing inspection refund when the property is found not to be licensable (to cover preliminary administration costs and inspection)
Fee 2 will not be charged. £285 will be retained of Fee 1 to cover the Council’s administrative costs.
HMO Licensing post inspection refund when the property is found not to be licensable(to cover preliminary administration costs and inspection)
Fee 2 will not be charged. £172 will be retained of Fee 1 to cover the COuncil's administrative costs.
