Challenge a Penalty Charge Notice (PCN)

If you wish to contest the notice do not pay it.

Making a payment will bring the Penalty Charge Notice (PCN) case to a close. The opportunity to contest the notice will no longer be available.

You should view the evidence of your PCN before you challenge it. Once challenged, the case will be placed on hold until responded to.

View the evidence

If you have received either on street or bus lane Penalty Charge Notice (PCN) you can view evidence relating to your PCN online. This includes the CCTV footage if captured.

You’ll need your:

  • PCN number
  • vehicle registration number

You should allow 24 hours for images and evidence to appear online.

Only the person named on the PCN or their authorised representative should view the footage. The footage must not be transferred to third parties or published to social media.

You will need:

  • your PCN number
  • your vehicle registration number
  • your full address
  • as much detail that supports your challenge, such as evidence or photos

Requests for reasonable adjustments under the Equality Act 2010

If you have a disability which prevents you making a challenge online or in writing, you can request for reasonable adjustments under the Equality Act 2010.

When you will hear from us about your PCN challenge

We aim to investigate and respond within 56 days of receipt of your

  • challenge
  • formal representations
  • appeals
  • correspondence.

This is in accordance with legislation for formal representations.

Informal challenges

If you make a challenge during the 14 day discount period, we will place your PCN on hold until we respond.

If your challenge is unsuccessful, you can still pay at the discounted amount of 50 percent of the charge.

Please don’t write to us again until you receive a Notice to Owner or Enforcement Notice for Bus Lane PCNs. This is sent to the registered keeper of the vehicle.

The Notice to Owner (or Enforcement Notice for Bus Lane PCNs) is sent out not less than 28 days after your PCN is served.

Formal appeals

As the registered keeper of the vehicle, when you receive a Notice to Owner or Enforcement Notice for Bus Lane PCNs, you can make a formal appeal to us.

If your formal appeal is unsuccessful you may need to pay the charge in full.

Appeals to Environment and Traffic Adjudicators at London Tribunals (formerly PATAS)

If you make a formal representation to us and this is unsuccessful, we will advise you at that time how to appeal online to the independent adjudicator or send a form to you for you to make a further appeal.

The adjudicator will examine your case and their decision is legally binding on both parties.
