The Disabled persons Freedom Pass gives people with disabilities free travel on buses, trains, trams, tubes and Docklands Light Rail services in London.
The pass also allows free travel on local buses elsewhere in England.
Renewing your Disabled Persons Freedom Pass in 2023
We ask everyone to renew their Freedom Pass by reapplying for it.
We will write to you with details on how to reapply for a new pass if your current Freedom Pass expires on Friday 31 March 2023.
Reapply for your pass as soon as possible when you get your letter. This is so you can get your new pass before your current one runs out.
We ask everyone to reapply. This allows us to check:
- your current entitlement
- your contact details are correct
- we have a current photograph for your new Freedom Pass
If your current pass runs out and you have not reapplied, it will no longer work.

Who can apply for Disabled Persons Freedom Pass?
You can apply if you live in the London Borough of Barnet. You will need to provide proof of address. Check your address is in Barnet
You must have 1 or more of these disabilities:
- blind or partially sighted
- severely or profoundly deaf
- without speech
- a large and long term adverse effect on your ability to walk
- don't have arms or have long-term loss of the use of both arms
- learning disability
- conditions which would prevent you from obtaining a driving licence
What you will need when applying
You must provide:
- proof of identity (such as a birth certificate, passport or driving licence)
- proof of address (such as a Council Tax bill or government letter)
- registration number if you are blind or deaf
- a copy of a passport quality photograph (JPEG or PDF file formats only)
We accept documents for evidence in PDF, word doc, JPEG or PNG file formats.

Apply for your first Disabled Persons Freedom Pass
We will not be able to process your application if you do not:
- fully complete the application form
- provide the evidence we need within 4 weeks

We recommend that you make an application using our online form which is fast, simple and secure.

Report the death of a Disabled Persons Freedom Pass Holder
If the Disabled Persons Freedom Pass holder has sadly passed away, please let us know so we can ensure that the pass is cancelled and that no further contact is made about this in future.
When you contact us, please include the deceased person’s:
- name
- home address
- date of death
- death certificate if it is available
If you are reporting the death, we will also need your:
- name
- email address or address
- telephone number

It can take up to 5 working days for us to receive your notification of the Disabled Freedom Pass holder’s death. We will be in touch once we have updated our records.
Alternatively, you can report the death of a Blue Badge holder using the government's Tell Us Once Service.
If you Disabled Freedom Pass is lost, stolen or damaged
You can get a replacement Disabled Freedom Pass on the London Council's website.
You will need to:
- pay £12 for the replacement
- provide proof of address
