Who completes street works in Barnet
Most of the street works that take place in the borough are done by utility companies (water, gas, electricity, telephones) who install, repair or renew their assets. Examples of these include:
- Cadent Gas
- Thames Water
- British Telecoms (Openreach)
- UK Power Networks
- Affinity Water
- Virgin Media
All utility companies that work on the public highway must comply with laws, such as:
- keeping work sites and excavations safe
- reinstating carriageways, footways, footpaths and verges to the correct standard
- employees must be qualified to complete the works
- companies must notify us about the proposed works
Current and proposed road works
We are responsible for co-ordinating and monitoring all street works carried within the borough.
This includes maintaining a Street Works Register of all planned street works with this information:
- the utility or developer undertaking the work
- planned start and end dates
- location of works
- a description of works

Proposed dates may change because:
- utilities or developers changing plans for their own reasons
- we may ask them to be put back or bought forward to coordinate them with other works in the area
Extensions may also be granted on sites that are in progress due to unforeseen circumstances, such as bad weather or unknown issues being discovered during the course of the works.
Street works inspection
We inspect street and road works routinely, and as part of a quarterly programme. We also carry out third party inspections when an enquiry is received.
If the inspection proves the site to be non-compliant in any way, the utility company will need to return to the site to resolve the problem. Should they fail to comply we have the right to issue a fine.
Utility companies can apply for extensions of time to their works due to unforeseen circumstances.
We hold quarterly meetings with the utilities and Transport for London (TfL) to discuss programmed planned works across the borough.
