Planning application 24/4556/FUL for Watling Avenue Car Park, Burnt Oak Library and 41 Barnfield Road redevelopment: - financial transactions

Under Freedom of Information Act, I would like to request the information below regarding the redevelopment of 'Watling Avenue Car Park, Burnt Oak Library and 41 Barnfield Road HA8 0AY'. Background: in your response to FOI Ref 13991925 (dated 16 April 2025), London Borough of Barnet stated that "London Borough of Barnet are the Freeholders of the Land associated with planning application 24/4556/FUL. I take this to mean that the Council is the owner of the underying asset, however, it is still unclear whether rights associated wtih the underlying assets have themselves been sold.Please could you tell me:1) Has the Council entered into a any form of financial transaction (e.g. such as.a 'long term income strip lease') in order to fascilitate the development of any of the sites in the application?If the answer to question 1) is yes, then:2) When was the arrangement (or arrangement) agreed?3) Who, apart from London Borough of Barnet is/are the other party/parties to the arrangement?4) When is/are the arrangement(s) expected to end?5) Is there an option to re-acquire the income-generating rights associated with the underlying asset at the end of term of the arrangement?6) Would London Borough of Barnet forfeit any right to re-acquire the income-generating rights associated with the underlying asset in the event that they could no longer provide income continuity to any of the other parties to the agreement?
