Adoption and Enforcement of Roads in Grahame Park _ Lower Strand and Little Strand NW9

Under the Freedom of Information Act 2000, I am requesting the following information in relation to Lower Strand and Little Strand in Grahame Park, NW9.1. Lower StrandLower Strand has been identified in Land Registry title deed NGL931573 (Last sold 26th March 2018 for £1,864,575) as part of a parcel of freehold land owned by Notting Hill Genesis. However, it is listed by the London Borough of Barnet as an adopted road in March 2025 highways register.20027480LOWER STRANDCOLINDALEADOPTEDPlease provide the following:*The date and documentation confirming when Lower Strand status changed from 12th December 2018 highways register entry:- LOWER STRAND COLINDALE PRIVATEand when it was formally returned by Notting Hill Genesis to Barnet local authority ownership and adoption.*Evidence of any legal transfer of ownership, including transfer deeds or adoption certificates.*Confirmation of when Lower Strand became subject to Notting Hill Genesis traffic regulations order for double yellow lines on a private road status*If Lower Strand legally remains under the ownership of Notting Hill Genesis, please confirm: oWho is responsible for the maintenance, street lighting, and general upkeep.oOn what legal basis the council enforces: Double yellow linesControlled Parking ZonesoSpecifically, what is the funding source for this enforcement if the road is privately owned?2. Little StrandIn 2024, at an officially community engagement meeting, chaired by TPAS, where minutes were independently taken, we were explicitly told by Senior Highways contractual authority manager that Little Strand would not be adopted (it did not meet highways standards).Please confirm:*Whether Little Strand is now officially an adopted road as per entry into highways register March 202520027060LITTLE STRANDCOLINDALEADOPTED**If so, provide: oThe date of adoption.oRelevant certification or documentation showing its formal adoption by the Highways Authority or Barnet Council.oDetails on when the implemented stopping-up order previously affecting the road, since autumn 2022, was removed or lifted.*If Little Strand is not adopted, please explain: oWhy the road is still listed on the highways register as adopted following the council's statement and any stopping-up order. Please provide what should be the legal status of the highways register entry for Little Strand.oUnder what legitimate authority or mechanism the council enforces double yellow lines.oHow the council is legally justifying the use of public funding (including enforcement resources) on a road without full legitimate adoption, especially considering it was deemed to not meet highways standards.oSpecifically, if the road's upkeep is funded via Housing Revenue Service charges and rent, please detail the legal basis and funding source for the enforcement of the double yellow lines, especially as residents' deeds indicate service charges are solely for repair and renewal.3. Controlled Parking Zones and Double yellow lines- Consultation EvidencePlease provide:*Documentation or minutes showing resident consultation, including: oThe decision-making process leading to the implementation of CPZs in this area.oEvidence of majority support or unanimous agreement from residents for CPZ introduction, especially regarding Little Strand.This request is specific, focused, and presented in accordance with the principles of the Freedom of Information Act.
