Inclusion of 72-76 Manor Park Road in Places for Barnet LLP Programme

Dear Barnet Council Transparency Officer,Under the Environmental Information Regulations 2004 (EIR), I am requesting access to environmental and decision-making information relating to the inclusion of the site at 72-76 Manor Park Road, N2, in the Places for Barnet LLP (PfB) development programme.This site does not appear in the original site list outlined in the Council's Development Pipeline Programme - Delivery Strategy but has since been transferred to PfB and assigned a land valuation of £1.09 million, as disclosed in FOI response 14513657.Please provide:A. Site Inclusion & Approval1: All records, internal correspondence, or officer reports relating to the decision to add 72-76 Manor Park Road to the PfB development pipeline, including:*The date the site was formally included*The officer or cabinet-level authorisation for its inclusion*Whether delegated powers were used (and the record of that delegation)2: Any documents used to assess the suitability of the site for transfer, such as:*Site scoring sheets, risk assessments, or viability reports*Environmental value or amenity classification*Public open space designation (or lack thereof)B. Due Diligence and Oversight (referring to Clause 1.14 and 1.24)3: The due diligence materials referred to in Clause 1.14 of the Development Pipeline Programme - Delivery Strategy, as they relate to this site or any decision to add new sites not originally listed.4: Any records or correspondence showing whether the site at 72-76 Manor Park Road was included in the due diligence process referenced in Clause 1.24 regarding the selection of Kuropatwa Group as delivery partner.5: All documentation relating to the due diligence process undertaken on Kuropatwa Group and its associated companies prior to its selection ' including financial assessments, company checks, directorship reviews, and any external risk warnings or red flags identified at the time of appointment.6: Any monitoring reports, financial stability assessments, or risk evaluations (2022-present) concerning Kuropatwa Group or its subsidiaries, undertaken by the Council or on behalf of Places for Barnet LLP.7: Any internal correspondence (including with Legal, Regeneration, or Procurement teams) discussing concerns or recommendations related to the ongoing status, conduct, or capacity of Kuropatwa to deliver LLP projects ' particularly where those concerns relate to:*company liquidation or insolvency*company name changes or restructuring*director resignations or reappointments across related entities*transfer of risk or liabilities between companies*or any recorded Health and Safety breaches, enforcement notices, or site safety concerns raised by regulators (e.g. HSE) or internal monitoringC. Governance and Legal Agreements8: A copy of the current Members Agreement governing Places for Barnet LLP, and any site schedules or addenda listing Manor Park Road or other newly added sites.If any part of this request is unclear or potentially voluminous, I am happy to refine or scope further. However, as the requested information relates directly to land use, environmental decision-making, tree and green space loss, and the transfer of public assets into private delivery structures, I believe all elements are subject to EIR and carry a clear public interest in full disclosure.If you believe any exemptions apply (e.g., under Regulation 12(5)(e)), please specify the exact clause, the justification, and how the public interest test has been applied.
