Emergency Housing Policy, Definitions, and Budget Allocations

Under the Freedom of Information Act 2000, I am requesting information relating to emergency housing provision, policy, and funding within your authority ('torp1'). I also respectfully request that this enquiry be forwarded to relevant officers or departments in any neighbouring boroughs with whom you cooperate under housing allocation, emergency response, or joint policy agreements.1. Emergency Housing Stock & BudgetA count and classification of current emergency accommodation units available (e.g. council-owned, private lease, B&B/hotel, hostel, etc.).A breakdown of emergency housing budgets for the past 3 financial years, including any reserved funds for severe or extreme emergencies, and projected allocations for the current year.2. Policy Definitions & ThresholdsAll formal definitions and interpretations used for:'Emergency''Severe Emergency''Exceptional Circumstances''Connection' (e.g. local connection criteria in housing eligibility)Any relevant internal guidelines, external frameworks, or policies that apply these definitions to housing eligibility or funding decisions.3. Exceptional Housing AllocationsThe number and nature of exceptions granted in the last 2 years where individuals or households were accommodated despite lacking local connection, or under exceptional/emergency discretion.The decision-making protocols or criteria followed in such cases.4. Keyword Search RequestPlease conduct an internal system and document search (since 1 January 2021) for:'Emergency''Exceptional''Circumstances''Connection'Documents may include memos, policies, emails, officer guidance, and meeting records.5. Clarification AuthorityIdentification of the department, officer, or governance structure within torp1 responsible for defining and interpreting the above terms.Please respond in electronic format. If this request exceeds time/cost limits, I would be happy to refine the scope.Further Request:If any part of this request falls under a joint arrangement with neighbouring boroughs or is relevant to shared housing or emergency provisions, I kindly ask that it be forwarded to those relevant borough officers under Section 16 (duty to advise and assist) or otherwise. With an extended request for information on how budgeting works as a whole, or, as a confederacy.
