Automatic traffic counters on East End Road

I am writing under the Freedom of Information Act (2000) to request information on the Automatic Traffic Counters that were recently installed in East End Road, N28AY, approximately between Market Pl. and Deanery Cl.They appeared as two rubber tubes laid across the carriageway, and were only recently removed after being up for about 2 weeks. It makes sense to suppose they were authorized by the Council. If the assumption is correct, as a resident of East End Road I would like to know the motivations, and be aware of any plans regarding traffic on our road.
