If you wish to contest the notice do not pay it. Making a payment will bring the Penalty Charge Notice (PCN) case to a close. The opportunity to contest the notice will no longer be available. You should view the evidence of your PCN before you challenge it. Once challenged, the case will be placed on hold until responded to.
